We aim to provide you with essential information on Port State Control (PSC) matters to help you prepare for inspections. We are all working towards the same goal of ensuring smooth and successful inspections. Therefore we encourage ship owners, operators, and masters to familiarize themselves with the following information.
Current Concentrated Inspection Campaigns (CIC):
- USCG: Enhanced Examination Program (EEP) (April-June 2024)
From April 1, 2024, to June 30, 2024, USCG Port State Control (PSC) Officers will conduct an enhanced examination focusing on engine room fire safety. This enhanced exam will take place during every USCG PSC A and PSC B inspection onboard cargo ships. The EEP appears to have been introduced following the recent Baltimore bridge collapse incident involving M/V Dali. The EEP is similar to the Concentrated Inspection Campaigns (CIC) conducted by various PSC MOUs.

- Paris & Tokyo MoU: Concentrated Inspections Campaign (CIC) 2024
The 2024 CIC, developed by Paris & Tokyo MoU, will focus on “Crew Wages and Seafarer Employment Agreements under the MLC.” The campaign will run from September 1 to November 30, 2024, with other MoUs joining in using the same additional questionnaire.
Details: Please refer to the attached PANAMA MARITIME AUTHORITY Additional Checklist for the Annual Safety Inspection prior to the Concentrated Inspection Campaign 2024. This notice outlines the new Annual Safety Inspection (ASI) questionnaire that focuses on the Maritime Labor Convention (MLC). This questionnaire aims to assess compliance with the MLC and prepare ships for the PSC Concentrated Inspection Campaign scheduled from September 1 to November 30, 2024. Flag State Inspectors will conduct these surveys during the ASI period from March 1 to August 31, 2024.
By distributing these materials to all our valued clients, we aim to enhance safety and ensure the smooth passing of all PSC inspections. Our mutual interest is to pass all PSC/FSI inspections successfully, ideally without any findings or, at the very least, with minor ones.
Your safe passage through all PSC/FSI inspections is in our mutual interest!
