Quality Confirmed: PRS Rejoins the Elite “High Performance” Group of Paris MoU

On July 1st, the Paris MoU published its latest performance rankings for member state flag administrations and their Recognized Organizations (ROs). In this year’s results, the Polish Register of Shipping (PRS) has marked a significant success by returning to the elite “High Performance” group.

This evaluation covers a three-year period and exclusively pertains to organizations that have undergone at least 60 Port State Control (PSC) inspections during that time.

High Quality and Tangible Benefits for Shipowners

Presence on the Paris MoU “High Performance” list is not only a matter of prestige and a confirmation of the highest quality of services, but above all, it delivers tangible benefits for shipowners. The classification of a vessel by such a reputable society significantly increases the chance of it being qualified as a Low-Risk Ship. In practice, this translates to fewer Port State Control inspections, the possibility of obtaining lower insurance premiums, and greater competitiveness in the charter market.

About the Paris MoU

The Paris MoU (Paris Memorandum of Understanding on Port State Control) is an international agreement concerning port state inspections. Its mission is to ensure safety of life at sea, protect the marine environment, and improve working and living conditions for seafarers by controlling foreign ships calling at member ports.

Currently, the Paris MoU includes 27 European countries and Canada. Each member commits to inspecting vessels to verify that they comply with international standards, such as the SOLAS, MARPOL, STCW, and MLC conventions. The organization annually publishes a “White, Grey, and Black List,” classifying flag states based on the safety performance of their fleets. Ships flying flags from the black list are more frequently inspected and are at a higher risk of detention in port in case of serious deficiencies. This system is one of the key tools for improving the quality of shipping and eliminating so-called “flags of convenience.”
